The Michigan Department of Environmental Quality worked with communities to determine the best stormwater pollutant reduction strategy for each community. While this is not necessarily an example of watershed trading the negotiation process to come to the control measures in each community would have been similar to the pollutant allocation process necessary to launch a trading program.
