The paper makes recommendations to CDM policy makers, international fund managers, developing countries, and multi-lateral and bilateral development agencies regarding the need for a more systematic approach for fostering sustainable development benefits through CDM project development. The paper is based on the experience and lessons learned from working with Prototype Carbon Fund projects.
