US Society for Ecological Economics 2013 Call for Papers

The U.S. Society for Ecological Economics (USSEE) will hold its 2013 Conference on June 9-12 at the University of Vermont (UVM) in Burlington, Vermont hosted by the Gund Institute for Ecological Economics.

There is one month until the February 15th deadline to submit your abstracts for USSEE 2013! The Organizing Committee welcomes a variety of proposal formats, including paper, panel, poster, and workshop submissions relevant to the trans-disciplinary field of ecological economics, especially as they relate to the conference themes.

Our 7th Biennial meeting will aim to take a critical look at sustainability lessons learned at local, regional, and state levels and identifying solutions that can be scaled up.

Transport contributes the second highest share of energy-related CO2 emissions. In the near future, emissions from transport are expected to rise rapidly unless ambitious actions are taken.

Delegates from different countries and representatives of donor and observer organisations will discuss these questions. They will present lessons learned and opportunities for the transport sector to steer towards more sustainable transport via NAMAs.

All-Encompassing REDD+: From Projects to Integrated Jurisdictional Programs

At CARBON EXPO, VCS will hold a side event on government and private sector efforts to scale up to first-of-their-kind integrated jurisdictional REDD+ programs.

Jurisdictional REDD+ programs present a major opportunity for governments to dramatically increase the scope of forest conservation in a region, while simultaneously unlocking the economic power of carbon finance. This panel will discuss new examples of implementing integrated REDD+ programs with those who are on the front lines, featuring expert representatives from some of the private businesses, project developers and NGOs who helped develop the VCS Jurisdictional and Nested REDD+ Requirements.
 
The panel will focus specifically on how leading national and subnational jurisdictions, as well as forward-thinking project developers and funds, are collaborating on the development of jurisdictional REDD+ programs. These efforts include applying the VCS Jurisdictional REDD+ (JNR) Framework as well as the CARE/CCBA REDD+ Social & Environmental Standards to quantify carbon benefits of innovative forest practices while ensuring safeguards are enforced and multiple benefits are delivered.

Soil Carbon Sequestration: A Solution for Climate, Food Security and Ecosystem Services

The conference Soil Carbon Sequestration, for climate, food security and ecosystem services is hosted by the Soil Conservation Service of Iceland and the Agricultural University of Iceland and held in cooperation with several international and Icelandic institutions.  The conference will review the state of science, identify tools for enhancing Soil Organic Carbon (SOC) sequestration and recommend means to bridge the gap between science, policy and action. Among topics to be discussed are land use and land restoration practices that enhance SOC, how to verify carbon sequestration and linkages with UN-FCCC and post-Kyoto goals, agreements, and negotiations. The question of how to increase flow of climate linked funding for restoration of soil and land quality will also be explored.

Semantics for Biodiversity – International Workshop

Semantic Web standards, tools, ontologies and related technologies have considerably matured in recent years. The access to a wide catalogue of biological, social, environmental and ecological data sources that can support biodiversity stakeholders to resolve complex questions is wider than ever before.

This 2-day international workshop, Semantics for Biodiversity, held in Montpellier, France, will define key challenges identified by the bioinformatics community, discuss solutions and identify opportunities emerging from interactions across plant science and informatics disciplines. Bioinformatics experts at the workshop will explain how they are applying web semantic standards and tools to their scientific area of expertise – including biology, agro-ecology, genomics, environment, social sciences and citizen sciences.

A North American Approach to Climate Change: Linking Quebec and California

RFF Policy Leadership Forum featuring Yves-François Blanchet,  
Minister of Sustainable Development, Environment, Wildlife and Parks, National Assembly of Quebec

Yves-François Blanchet, a native of Drummondville, was appointed Minister of Sustainable Development, Environment, Wildlife and Parks on December 4, 2012. After earning a BA in anthropology and history at the University of Montreal, he began his political involvement in 1987 with the Parti Québécois, then led by Jacques Parizeau. Following a hiatus of several years—during which Blanchet founded and ran two companies, taught at the École du Show-Business and became president of ADISQ (a nonprofit organization focused on the music industry in Quebec)—he recommitted himself to politics in 2008 and was elected as a member of the National Assembly for the Johnson district. He has an innate interest in environmental matters and experience as president of two consecutive Earth Days celebrations in Quebec. Minister Blanchet is particularly interested in the growth of a green economy in Quebec.

Planted Forests on the Globe: Renewable Resources for the Future

Demand toward forest sector is expected to increase in the next decades not only for traditional sector but also for bio-energy, biochemical and by-products. Lessening the pressure for wood production, tree planting has released natural forests to be managed for other purposes -carbon sinks, soil and water protection, conservation of biological diversity, recreation and amenity. Representing a complement, but not an alternative, to natural forests, planted forests have become increasingly important for reducing worldwide deforestation, loss of forest ecosystems and forest degradation (FAO, 2009).

Planted forests are composed of trees established through planting and/or through deliberate seeding of native or introduced species. Establishment is either through afforestation on land that until then was not classified as forest, or by reforestation of land classified as forest, for instance after a fire or a storm or following clear felling (FAO 2010).

Planted forests yield a diverse range of wood, fibre, fuel and non-wood forest products for corporate and smallholder investors pursuing commercial or subsistence purposes. They can also provide a number of social and environmental services, ranging from rehabilitation of degraded lands, combating desertification, soil and water protection, sequestering and storing carbon, recreation and landscape amenity. Planted forests conserve genetic resources and provide shelter, shade and fodder for livestock . They deliver valuable services to urban populations, particularly in arid zones, by mitigating sand-storms, preventing sand-drift and recycling waste water. Responsible management of planted forests can reduce pressures on indigenous forests for forest products and allow them to be designated for other protective and conservation purposes. They can also complement and supplement the REDD and REDD + initiatives to reduce greenhouse gas emissions from deforestation and forest degradation in developing countries. As such, planted forests have multiple values, many of which cannot be provided by other types of land use.

Planted forests are long-term investments that require awareness and diligence in policy and planning, but particularly in management practices in order to avoid negative impacts. This relates to the selection of germplasm, nursery production, site preparation, establishment, tending, weeding, silviculture, protection and harvesting interventions. Unfortunately, planted forests have not always lived up to their potential. The causes for failures of planted forests in the past include inappropriate governance frameworks and insufficient application of established knowledge, technology and techniques. The lack of capacity and capability in providing enabling policies, laws, regulations, plans and technical support systems have lead to controversy and poor management of planted forests. Some planted forest investments have produced land-use, social, cultural and environmental conflicts, as well as unsustainable management practices.

Two international conferences on planted forests have been held previously, in Chile in 1999 ( http://www.globalregister.co.nz/evergreen/reports/roleofforests.pdf) and New Zealand in 2003 ( www.un.org/esa/forests/pdf/cli/report-nz-plantedforests-sfm.pdf) . Both of these conferences highlighted the need to promote the multiple dimensions of Sustainable Forest management (SFM) in view of the social and environmental challenges of the 21 st century. Since then, new research, global assessments of planted forest resources and outlook studies for wood from planted forests, best practice guidelines and many interesting cases of country applications from around the world have documented and further emphasized the global significance of planted forests. In parallel, international processes and financing mechanisms have increasingly recognized the central role of planted forests for mitigating climate changes, conserving biodiversity and combating land degradation. In contrast to these positive developments, negative social and environmental impacts of planted forests have given rise to concern.

It is therefore timely to investigate the contribution of planted forests to sustainable development in the context of global changes and to organize a Third International Congress on Planted Forests. Central topics would include the sustainability of planted forests in the context of changing climates and the future role of planted forests in envi ronmental protection and REDD+. The aim is to address issues surrounding planted forests today, their productive, environmental and social functions and the challenges they present. The target audience includes forest scientists, policy makers, the private forestry sector and forest managers.

Payments for Environmental Services Workshop

A Payment for Environmental Services (PES) workshop will take place in Poblet, Catalonia as part of the Sylvamed Project.Hosted at the Poblet Monestary, pilot studies on PES in Catalonia will be presented to regional stakeholders and participants will have the opportunity to discuss the valuation of environmental services.  

SylvaMED (2010-2013) is a european territorial cooperation project, part of the MED transnational program that intends to facilitate innovative integration of forests environmental services into regional policies through to demonstrate that PES and MBI systems are feasible and sustainable both environmentally and economically in our mediterranean rural communities, providing for both long-term conservation of natural resources and additional income for local populations.

Conference “Soil Carbon Sequestration, a Solution for Climate, Food Security and Ecosystem Services”

The aim of this conference is to highlight the growing importance of conserving and restoring soil organic carbon for a multiple of win-win benefits within various land type and land use settings.  

 
Carbon has a crucial role in soil fertility, and hence for food security, nutrient and water retention, biodiversity and ecosystem services. The conference will review the state of science and further knowledge needs involved. Africa Carbon Forum

The Africa Carbon Forum is a trade fair and knowledge sharing platform for carbon investments in Africa. It is a place to discuss the latest development in the carbon market and how the Clean Development Mechanism (CDM) and other mitigation mechanisms can be successful in Africa. The Africa Carbon Forum includes matchmaking and deal facilitation sessions where carbon project developers can showcase their projects to investors and carbon buyers.

In November 2006, the United Nations Secretary-General launched the Nairobi Framework to improve the support of the Kyoto Protocol’s Clean Development Mechanism (CDM) in underrepresented regions, including Africa. Since then, Africa’s interest and involvement in the Clean Development Mechanism has grown, and with it the number of projects in Africa. Nevertheless, Africa still accounts for less than three per cent of the more than 3600 CDM projects registered to date in 72 countries.
 
In an effort to build growing interest on the CDM in Africa, the Nairobi Framework partners: the United Nations Development Programme (UNDP), the United Nations Environment Programme (UNEP), the UNFCCC secretariat, the International Emissions Trading Association (IETA) and the World Bank (WB) along with the World Bank Institute organized the first Africa Carbon Forum in Senegal in 2008.
In 2010, the United Nations Institute for Training and Research (UNITAR), United Nations Conference on Trade and Development (UNCTAD) and the African Development Bank (AfDB) joined the Nairobi Framework as partners and organized the second Africa Carbon Forum in Nairobi, Kenya in 2010.
The third Africa Carbon Forum took place in Marrakech, Morocco in 2011 as a commemoration of the 10th anniversary of Marrakech Accords, which kicked off the implementation of the Clean Development Mechanism (CDM).
 
The fourth Africa Carbon Forum took place at the United Nations Conference Centre (UNCC) in Addis Ababa, Ethiopia in 2012.  The fifth Africa Carbon Forum is taking place in Abidjan, Cí´te d’Ivoire.

The Latin American and Caribbean Carbon Forum (LACCF)

The 7th Latin American and Caribbean Carbon Forum (LACCF) will take place on 25 – 27 March 2013 in Rio de Janeiro, Brazil.  This event is the leading carbon trading and finance conference and trade fair in the region.  It is expected to attract a wide range of government officials, business experts, major international investors and local financial institutions to share experiences on low carbon project development, and to explore opportunities on new and emerging global carbon markets and innovative climate financing.  

 

Besides providing a platform for knowledge sharing and discussion of innovations and trends, the LACCF provides opportunities for making business connections – including with government representatives, private sector firms, financial institutions, national development banks (NDBs), and opinion-leaders.  


While the focus is on LAC, the agenda will also take stock of the global climate policy and market developments. Occurring three months after the adoption of UN’s Doha Climate Gateway decisions which launched a second commitment period for the Kyoto Protocol.  In addition, the “Gateway” includes a work programme to develop a new market mechanism that could be made operational in the coming years.  At the Forum, participants will be able to exchange views on the Doha decisions potential for simulating new business opportunities in the region.

Asia-Pacific Training for Policymakers and Practitioners on Migration, Environment, Climate Change and Adapation

 The International Organization for Migration (IOM) will conduct a two-day training for Asia-Pacific policy makers and practitioners on the migration-environment nexus, in collaboration with the Foresight Programme (Government Office for Science, UK), the Geneva Centre for Security Policy (GCSP) and the Asian Development Bank (ADB). The training aims to build the capacity of policy makers and practitioners to address migration challenges within climate change, development and environment policies and strategies. The training will also facilitate exchanges among policymakers and practitioners on climate change, environment and migration, with a particular focus on migration management policies. The training will be held back to back with the Asia-Pacific Climate Change Adaptation Forum.

Clean Cooking Forum 2013

The goal of the Forum is to further a market-based approach to the global adoption of clean cooking solutions, and to continue to drive innovations in research, market development, standards and testing, project finance, and policy development. The Global Alliance for Clean Cookstoves is very excited to be holding the Forum in Southeast Asia – a region of enormous potential for the clean cookstoves and fuels sector, and a dynamic market for many of our partners.

Asia Water Week 2013

Background

ADB is organizing Asia Water Week 2013 to deepen and expand analytical work in Asia’s water sector to advance inclusive policy reforms and strengthen support to priority programs and projects. The analytical work will provide the basis for sustained public investment and increased mobilization of private sector investment and expertise.

Asia Water Week 2013 has for its overarching theme “Securing Water for All”. The conference will cover crosscutting topics such as climate change, water-food-energy nexus, and disaster management as well as sub-sector specific discussions, including water supply and sanitation, water resources and environment, and agriculture and irrigation. The ADB Water Prize 2013 award will also be presented.

Objectives

The conference will enable participants, including clients, ADB staff and invited specialists, to exchange knowledge on water sector issues, technologies, and to identify clients’ emerging priorities. New water sector initiatives will be announced, water sector professionals and leaders recognized, and innovations in the water sector encouraged.

Thematic areas

  • Aspects of water security will be examined through three thematic areas:

  • Basin Water Management – involvesriver basin institutions, capacity development, benchmarking, and stakeholder participation processes. Asia Water Week will provide a forum for exchanging knowledge and experiences in improving the planning, conservation, development, and management of water, forest, land, and aquatic resources in the context of increasing water security in river basins.

  • Urban Water Services – includeswater supply and sanitation, wastewater management, and flood risk management. Asia Water Week will focus on the key challenges facing the sector in the provision of water supply, sanitation and wastewater management services. Urban flood management, a perennial and growing problem, also needs to be addressed.

  • Rural Water Services – encompass irrigation, drainage, flood management, and water supply and sanitation services to rural communities. Asia Water Week will discuss ways to revitalize irrigation services to support market-oriented and diversified farms and to increase access to water supply and improved sanitation services for healthy and vibrant rural communities.

The conference is open to representatives of ADB members, development partners, academe, research organizations, NGO/CSO representatives, private sector partners, and the media. All participants will be responsible for their travel expenses, accommodations, and other costs related to their participation. Limited funding is available on a case-by-case basis for participants from ADB members. Tackling Climate Change: Pricing Carbon to Achieve Mitigation

Turn Down the Heat, a recent report on the latest climate science prepared for the World Bank, underscores that if no concerted action is undertaken now the world could very likely warm by 4 degrees C by the end of this century. This will have a devastating impact on the climate, pose a threat to economic prosperity and will roll back decades of hard earned progress in development.  

 
Action on climate change is urgently needed. Implementing policy that leads to a price on carbon is part of the solution to mitigating climate change. The World Bank’s Partnership for Market Readiness (PMR) brings together the major economies critical to reducing global carbon emissions to collectively explore and implement cost effective and innovative approaches to greenhouse gas mitigation, including domestic emissions trading schemes, new carbon crediting instruments, and carbon taxes.
